I'm disappointed in the assertion that customers of this message parlour are a threat to young women and families. I'm a visitor of AMPs and all I do is turn up, enter the venue, get a massage and then leave. I don't loiter and I have never seen any other customers causing problems.
I'm not familiar with the area of this particular AMP, but the article mentions there's a brothel right across the road and a pub next door. Surely there would be more of a threat from a drunken patron who has been on the beers all afternoon than from somebody who's spending a hour getting a massage.
However if customers are entering the private parking area to get circumvent official opening hours then that might pose a problem and if the person upstairs who can hear what's going on (what exactly can he hear?) then maybe he should address his complaint to the builder of the apartment complex for their substandard noise proofing.
