Some AMPs simply put the used towels out to dry without putting thru the wash, to save water and electricity.
Having a shower means more wet towels and water usage.

The reason they are in glad wrap nowadays is because searches are now happening in the amps and they don't want to be known to be providing sexual services if there is condom wrappers in the bins. A few places I have been to have taken the glad wrap, the used condom, put it into the tissues and then taken it outside of the shop to one of the council bins on the side of the road and put them in there.
