I do like to visit those Chinese partitioned room massage shops. They are less expensive and they do give good massage, with Chinese music being played in the background. The rooms are partitioned but not to the ceiling. So, you can hear what's happening in the next room, which can be arousing. The negatives would be: lack of privacy, mainly Chinese Milfs, unavailability of some services, lack of hygiene.

Yes, I have been to upstairs many times. I have not been to City Thai since 2017 as I no longer work in the city.
I believe City Thai is still thriving with new girls working there before the pandemic.
