Both retirement and Governor on steroids.
They have to finish the story off .
Number did not make sense with Arnold Schwarzenegger as the main character in the story line.
 
Maybe they're making more political than action for T5, so he can deliver his governator speech on film. They will have to increase the film speed by about 100 times so that it looks like an action film.
