Definitely Dubai - more established, there is literally so much to see, cabaret shows in the evening, the shopping malls are like palaces - must be seen to be believed and you really don't need to shop, incredible dining, they even have a indoor skiing / snowboarding run. Place is amazing.
I have only seen it from the air flying in and out, how many days? 3 is that long enough. snow skiing in the desert thats awesome.

Guess it depends on what you want to see and budget (it can get expensive). Check out the what to do in Dubai site to give you an idea of what's available and costs. But honestly, you'd be mad not to see at least one evening show - they are awesome! A stopover for 3 nights will give you a taste of what's available. Personally I was there for a year so I got around to most things without the restriction of time which was awesome.
