As someone who is 10yrs her sisters senior... I have seen this go on for a while. there is an age gap there but not old enough that I would chalk up my disapproval to being an old fuddy duddy...
My sister's perception of appropriate clothing and presentation is horrendeous. And even though she's slowly changing from this...(mostly because she's become self concious of her weight gain) as a young teen her level of understanding of appropraite was pretty non exsistent. Even up until a few months ago, she still does and says things for the shock factor...
I definitely see that the lack of limits, boundaries, and active parenting resulted in this kind of thing being allowed to florish...Teaching young girls and not pushing or encouraging or enabling by setting them up with sexed up clothing etc...
However...
It's a bigger issue than just young girls being turned into objects by the media/fashion industry.

"She Asked For It": The Destructive Impact of Rape Mythology
I really believe that this is as true for adult women as well as teenage girls and young girls... Victim blaming is horrific in todays society... and regardless of setting young girls up with the right tools to be self confident and have self worth and self respect... females of any age should not be reduced to sexualisation at any stage of their lives regardless of what they are wearing.
Touchy topic maybe...
I have a daughter... as becuase of things that happened in my past I am very protective over her... I'm protective over her self development and I'm protective over not letting her be sexualisation by others. I shouldn't have to be constantly worried or looking over my shoulder at the beach, in the shops or at the park... But I do... becuase my knowledge of the world is that I have to.. otherwise I might leave her at risk.
The sad this about being so conscious of this victim blaming society that we have become is that I also have to make sure that I don't lean to much toward sexual shaming either...
But to sit here and rant on like this, I should probably mention that it is as equally important about what we teach young males and boys about how to view, respect and enjoy past that objectification that they get taught...
In a perfect world... It wouldn't matter what your friends daughter was wearing...
