a responsible parent doesnt let thier kid roam the streets till all hours.
just got to go to places like kunununurra to see that.
young teenagers hanging round the pub closing timelooking for drunk guys offering ciggies for head
and thats just the more decent stuff kids get up to after hours with no curfew

With some teens, yes, but others who are totally out of control and a mind of their own, no. They will still find a way to go out.

You don't have to travel as far north as kununarra to see what happens when parents don't control or care for their kids
Mullewa is a prime example You can even see toddlers walking/toddling down the main street
And of course the teenagers get up to their shenanigans as well
