Club X & Adult Shop Under The Radar....

So I noticed in Perth when all the retail was closed in Perth & the restaurants were doing takeaway only in Northbridge both Club X & Adult Shop on James st & on Barrack st were both open!!
Did they just fly under the radar or something? or is it because peep shows are behind glass they were considered safe?
